The other day my child bought an app using my phone without permission . The funds that was used to pay for the app was set aside for his medical needs and unfortunately i have tried a couple of times to request for the funds but it says it is non eligible. How do i go about this so that i get help

You need to keep trying with Apple Support.
Not sure what email address you sent the emails too, as Apple has no support email address. You need to go through the support website directly. Click the link provided in my previous reply type in “request a refund” and follow the prompts.
There is unfortunately nothing that can be done in these forums in regards to refunds.

You will need to contact Apple Support directly and explain the issue to them, if the refund has not been granted through the regular means

The most important thing that needs to be done is preventing that from happening. A child that knows your Passcode has permission by you to make purchases, just as they would if you gave them your phone that was already unlocked. Apple provides many ways to prevent that from happening even in that case, but they must be used by you:
Require a password for purchases in the App Store and other Apple services - Apple Support
Use Screen Time to turn off in-app purchases on your iPhone or iPad - Apple Support
Use parental controls on your child's iPhone and iPad - Apple Support
I tried to request for refund, they are saying it is not eligible. I also sent them a couple of emails still there is no reply
