Can you download a file from the Apple Storre to an exernal hard drive?
I would like to download Sequoia OS update but don't want to install it on the computer I am downloading it from. Is that possible and how do I do it?

Yes.
Open the App Store, find Sequoia, tap on "GET".
It will download into the Applications folder in Finder, and you can then drag it onto an external drive from there once its finished downloading.
