You can try to go in and rename them:

I have the same problem with my nephews, though they *are* identical twins! I can't tell them apart either.

First, you should put the names in the captions. I'd start with the last name, say "Robinson" so you can search for "Robinson" and get them all, if you want. Then the first name, so "Robinson Bob" and "Robinson Jose," etc. They should be the first thing in the caption to make successful searches.
Then remove all the names from their Face IDs. So go to the "Robinson boys" people album, and for every one of them select the face and choose "This is not " Bob or Jose or whoever. The idea is to purge the "Robinson boys" completely from the computer's mind. It has decided which characteristics to use to identify the "Robinson boys," and you want it to forget that completely. Once you're sure the "Robinson boys" ID is gone, restart the iPhone.

There are no guarantees, here, so I'd restart it again…
Then you search for" Robinson Bob" to get them all together, and name them "Zack," or something completely different from a name that Photos knew previously. Search for" Robinson Jose" and name them "Charley," or something completely new.
You may want to restart again after this. But watch over the next few days to see if it works-- If it doesn't get confused, and if it can name new pictures correctly. Once you're convinced, and Zack is not Bob, you can change the names to something that actually makes sense.
Again, there are no guarantees. This might not work. But I'm pretty sure that nothing less involved will work, either.

I tried doing that, but it’ll update that name to all photos it thinks are him. One of them is a newborn, one is 2, the other is 6 and the oldest is 14
