Mirroring/ Streaming iPhone to TV with AirPLay 2

I am looking for a way to stream HDCP encoded material (movies, TV shows) from my iPhone 13 Mini to a TV without using my iPhone HotSpot data which is the only source of Wi-Fi I have. I was told (by Apple, no less) that I can do this using AirPlay 2 and a TV that supports it. However, I have also come across conflicting information. I really don't want to buy a new TV only to later learn it won't work.

BTW, the Apple Lightning to HDMI adapter won’t do this. I have used one for a couple years. It works fairly well as long as, it seems, the stream isn’t HDCP encoded. For example, PBS shows stream very well from the PBS Passport app to my iPhone, through the phone, Lightning to HDMI adapter, HDMI cable to my Sony TV. However, if I try to stream a movie such as My Old ***, for example, from my Prime Video account I may get this error: “This video can't play on your device because it doesn't meet HDCP content protection standards”, or I may get audio or video. It streams just fine to my iPhone but it won't stream to the TV via the adapter.

In speaking with an Apple tech rep today who also spoke with his senior tech I was told that I should be able to accomplish what I want with an AirPlay 2 enabled TV and BlueTooth. Neither of them were really sure, however and that explains why I am posting here. I wonder if anybody has had success streaming HDCP encoded material from an iPhone to a TV over Bluetooth using AirPlay 2 while not using Wi-Fi (except for the initial connection).
