In the last week, MacMail has started generating empty windows that can be minimized, full-screened but not closed.
The first appears within 2 secs of start up, more appear over time. Using Sequoia 15.1 on a 2020 MacBook Pro
I’ve tried force quitting and restarting (holding the shift button down on restart) and starting in Safe Mode & rebooting as suggested by others. To no avail.
I’m at a loss on how to fix.

You might find your answer in this discussion, but I suggest you do a Safe Mode boot first.
