How to use cellular data hotspot while still connected to WiFi

I travel a lot for work, living in hotels and RVs and use my iPhone hotspots for streaming and laptop usage. Unfortunately, most data plans you cannot purchase additional hotspot data or our severely limited. I recently purchased a Starlink mini satellite Internet device for backup when hotspot data runs out, but want to use cellular data first. Hotspot data requires Wi-Fi to be turned on, which always defaults to my Starlink device for data instead of cellular data for hotspot. Is there a way to use cellular data on a iPhone for hotspot data while still being connected to a Wi-Fi network without needing to ‘forget’ the network and then having to re-log into it every time I need it again.

My goal is to use up the already paid for cellular hotspot data first and use the Starlink data as backup.
