Partial Albums Downloading From Cloud

Apparently I cannot download all of my purchased music and it becomes obvious when only a handful of songs in purchased albums download, while missing the rest of the album. They clearly say 'Purchased' on each missing song in iTunes, along with the 'Play' descriptions on the only songs that downloaded. The Purchased menu does not recognize any missing songs from Library and there is no download options for purchased music in iTunes.

The issue must be with identifying the accounts purchased products, thus not matching the entire inventory of songs which are missing as it only provided partial options with incomplete albums. Selecting the check for available downloads only brings up the same messaging of having no available downloads, when clearly that is not true.

What am I missing here? Is this some bug going around? This wouldn't be that much of an issue if the option to download the missing songs is not an option in iTunes as it use to be in the past.
