M4 ipad pro 13 inch has variable latency,could private relay cause this?

when I’m playing call of duty mobile on my iPad Pro 13 inch the newest M4 chip. I can be on a latency of 30 ms .which is extremely good for me but in a matter of seconds I’ll go to 180 ms. Then I make go to 70 ms and maintain that for a while, but I have no idea why. it seems when I turn off private relay the latency will change and go down, but then it might go right back up and I’m I don’t know why I don’t understand what I’m doing. Is this anything to do with private relay? or is there an actual problem with latency on the M4 iPad Pro?
