Archiving mail in a local mailbox

To free-up space in Apple Mail's online mailbox we can create an offline counterpart on the local computer, but how can we move only the changes (new messages) if this is to be done on a regular basis?

When it comes to emails on a Mac, using the cloud or not is not an issue: all the emails are downloaded to the Mac and thus are part of a Time Machine backup. The sticky point is that it’s not easy (read near impractical) to recover individual emails from a Time Machine backup since macOS Catalina. I would not recommend this avenue.
