It will depend on what you mean by scam and the nature of the transaction. PayPal protects against some fraud, but depending on the scam may not offer reimbursement.

Short answer is no, Apple Pay does not offer monetary compensation for fraud committed with Apple Pay service. Long answer is below.

PayPal and Apple Pay are distinctly different services. PayPal is also a credit card processor, and works directly with the Payment Network Operators such as Visa and Mastercard. They also have access to your personal and financial information and make income selling your data, not just processing the card transactions. The card processor, PNO and bank may offer some form of fraud protection.

Apple Pay is a encryption and payment service, your personal and financial information are encrypted and the merchant, merchant’s credit card processor do not have access to your personal and financial information to resell it or lose it if hacked.

If fraud occurs using Apple Pay it’s the responsibility of the account owner or the bank. Why? Because of the nature of the service and encryption, there’s no a scenario that Apple was responsible.

Account owners are responsible for keeping their data private and secure. Accounts are compromised when cards are swiped, chip inserted in bank ATM, or a transaction terminal and card is surrendered to merchant such as restaurant waiter.
