Location Sharing - Child's Apple Watch not sharing location

I thought we had fixed my son's location sharing after doing a hard reset on his watch a couple days ago, but it hasn't updated its location since. I can see both his iPad and Apple Watch in Find My - his iPad updates continuously but his watch does not. Is there a setting somewhere to switch the preferred device so that his watch will start updating regularly as he rarely ever takes his iPad out of the house? The whole point in having the watch is to be able to see his location, but have not been successful in getting it to work on my iPhone:/.
