Missing iCloud+ 2 TB storage after payment

I paid $9.99 for 2 TB of storage for my iCloud+ and the payment went thru. That was last night, November 5th. This morning my iCloud says I have only 5GB of storage and my iCloud+ was removed. I never got my money back, and I did not get what I paid for. This is the first time that this has happened to me and I am kind of livid because I paid for that and don’t get what I paid for!!! Either I need my money back or I receive what I paid for!!!
