Problem Making A Distribution List

Hi There- iam trying to create a distribution list via my Contacts icon on the home screen but when my email page opens up I cannot see any "Plus" icon in the bottom corner to llow me to upload my contacts.I have looked on You Tube etc to make sure I am processing the info correctly but even when selecting the "Settings" wheel or the three dots at the top of my page I do not get the plus sign anywhere.
