Safari does not open finder and freezes when clicking "upload file" or "choose file"

Safari does not open finder and freezes when clicking "upload file" or "choose file". It works in other browsers (Chrome, Firefox, etc.), and it doesn't matter what website (dropbox, eBay, cbssports, etc.) This is a recurring problem in Safari. I had this problem before updating to OS 15.1 and was able to resolve it by turning off iCloud Drive. However, since updating to Sequoia 15.1 the problem has returned and it doesn't matter if iCloud Drive is on or off. I've cleared my cache, website data, history, etc. closed and reopened Safari, rebooted, all to no avail.

Any ideas why Safari continues to have this issue or how to resolve it?
