Enabling “Zoom with Scroll Wheel” on iPad Pro has no effect

I run a iPad Pro on iOS 18.1 in combination with an external Apple Display, Apple Keyboard and Apple Magic Mouse. I have the mouse and keyboard connected and working via Bluetooth, but: Zooming in and out using the scroll wheel doesn’t work.

What I have done is follow the instructions I found and in Settings>>Accessibility>>Zoom>>Keyboard Shortcuts>> enabled ”Zoom with Scroll Wheel”.

However, I have NOT enabled Zoom, generally - I do not want a “zoomed window” of any sort and I do not want to “zoom in and out” within the zoomed window.

Rather, I want by combination of (“Control” on my External Keyboard)+ (“Scroll Wheel Up/Down” on my Magic Mouse) have the same effect the 2-finger pinch has on the trackpad or screen of the ipad in applications like Maps, Safari and Figma.

How do I do this?
