Reuse of e-mail address from iCloud.com domain for different Apple Account (2024 status)

There's always been a lot of confusion concerning this topic. When calling support, the feedback is usually as follows: "Email address that was used in the past for any Apple Account (active or already deleted) is blocked for reuse FOREVER ". But according to Apple documentation situation is completely different?

Excerpt from document concerning deletion of Apple Account created Sep 16, 2024 (quite fresh!):

Can I use the primary email address for my deleted Apple Account to create a new Apple Account or with another existing Apple Account?

No, once your Apple Account is deleted, you can’t use the email address that you used with it to create a new Apple Account for as long as Apple retains the one-way hash of the email address. For third-party (non-Apple) domain accounts, the one-way hash is deleted after six years. For other accounts, this is retained according to Apple's retention policy, which is reviewed regularly.

This information is clearly different from what I hear from support. The e-mail address is not available for reuse only for some time, until email (one-way hash, all the same) is stored in Apple's database. For non-iCloud.com addresses it's available after 6 years. For other (i.e. iCloud.com and other possible future domains provided by Apple) the retention is governed by secret Apple's rules.

In result, it is clear that i CAN use iCloud.com address for different account eventually. The question is what are current rules. Why Apple does not provide users with such information? Maybe such information is available, just I can't find it?

Apple changed A LOT in Mail service in 18.1 (e.g. swapping primary address with alias is now officially possible in 18.1 even though phone support still claims otherwise!). I'm sure the rules for email reuse has also changed (loosened?). Still, I don't know whether I can count on using (now or foreseeable future) email bound with Apple Account that was deleted many years ago.
