Can't Use Notes App in full screen

I was trying to edit my notes from the app and whenever I try to edit any note, a new separate (quick notes kinda) window pops up instead on the app. And when you full screen it to avoid separate window, it gets black on that area. I'm on 15.1 (non-beta)
