Grayed out songs with dotted circles

I have been having a problem with syncing my IPhone with ITunes. When I plug in my iPhone 15 Plus to my Windows PC, most of my music in Itunes under Device are greyed out with dotted circles next to them. Some of the songs do sync and some do not. This is a combination of ITunes purchases and non iTunes purchased music. I do not use Apple Music or have a subscription. I have tried several things such as deleting purchased songs and redownloading them, updating my software on both my phone and iTunes. No luck.

It is beyond and I do not know how to fix this?

Also to note I have ITunes set up for Automatically sync when plugged in and also manually manage music. I do not think this should matter?
