Trying to turn Sync to iCloud back on, have to buy unnecessary memory?

I took some pictures on my iPhone, and of course an hour later, they had not synced to iCloud, so I could view them on my iMac. I guess I'm an idiot, as I thought turning Sync off, then back on might jump start the Sync, but I can't turn the Sync back on unless I buy more memory, which I do not need, (have about 65Gb free, on a 200Gb plan). What is going on, and how do I fix this?

iMac 21.5″, macOS 15.0
