Control+tab no longer switches through tabs (and other strange keyboard errors)

Sonoma 14.5.

I must have pressed something but not sure what it was. Control + tab no longer switches through tabs when browsing, instead it creates a blue box around various functions on the web page and cycles through them.

I've tried resetting everything in the keyboard section multiple times, restarted my Macbook. This one function seems to be stuck in whatever mode it's in that won't let it (the tab key) work as normal.

The 'enter' key is playing up too. It doesn't search when typing a website into Safari, no matter how many times I press it, and in text instead of creating a new paragraph it just moves the cursor down, creates dot points, and other random functions. I've had to copy/paste the "paragraph space" to write this post with paragraphs, as the enter key isn't working.

Arrow keys also aren't working for me.

Space bar wasn't function normally (wouldn't scroll down in Safari) but seems to be back to normal.
