Is it possible to make apps be in the frontmost window when they are launched? I launch apps from the dock and they go to the background with Finder being in front.

That's actually not the norm. Try relaunching the Finder by holding the option key, right click on the Finder icon in the Dock, then choose Relaunch from the menu that opens.
Apps open in the background. Finder in front. Doesn't seem right.
