Mouse intermittently freezes on additional user accounts

My mouse will hang intermittently on any new user account I create on my system. Often this happens after switching apps—the mouse will just freeze up for a few seconds. This is the case regardless of the input device—mice, trackpads, etc. The primary account I use to log in works fine. This only happens on any additional accounts I create. I've seen a couple of reports from other users experiencing this same issue, but haven't found any solutions. It's a bit annoying. Would love to get this resolved.
