Why is my iCloud data not syncing on my iPhone?

STILL Cannot get rid of this error message that has appeared for many months. Is there any way to fix?

”Some iCloud Data Isn't Syncing. Your end-to-end encrypted data stored in iCloud can't be accessed on this device. It includes saved passwords and data from Health and Maps. Verify your account information to resume syncing.”

When I attempt to “Resume Data Sync” - it reverts/loops back to this same message.

Running iOS 17.4.1 on iPhone Xs

Updates iOS 17.7 and 18.0.1 are available, but updating never resolved this issue.

Thank you for any help!

I have had this problem for three weeks. I am unable to sign into Apple TV or make other app purchases, and all of my saved passwords for other sites are inaccessible. It is a massive nuisance.

I've spent 10 hours on different calls with Apple support. My issue now has been escalated to engineers?!!!!! It's been a week since that happened and I have no updates or resolution. Does anybody have any insights?

I was told I am not the only one with this issue. It apparently is a glitch in Apple's introduction of one Apple account.

Appreciate any insights on how to resolve.
