I know the previous watches had it and remain able to use it. Will people with today’s current watches like Watch 10 ever be able to activate and use blood oxygen? Is it just disabled until the legal matters are resolved?

If Apple gets a favorable decision or settlement, then Apple can provide a software update to enable the U.S. oxygen sensor.
But the legal system is slow, so do not assume anything will be resolved soon, and you should not make purchases decisions based on it being resolved.
The U.S. has a specific model number the software can use to decide features that are allowed. Your Apple Watch would NOT have the U.S. model number.
However, if you had it repaired in the U.S., they might just provide a refurbished U.S. model, and that would have the O2 sensor blocked.
The patents that Apple infringed on expire in 2028. There’s no guarantee that Apple will retroactively enable blood oxygen capabilities at that time.
My Ultra2, purchased abroad, has a functioning blood oxygen sensor and app. Will this app be deactivated when I return to the US and update the software?
No, it should continue to work. The Federal court order prevents Apple from importing devices with the sensor, not private individuals.
