Cannot restore iPhone using Apple Devices App on Windows

I have been attempting to restore an iPhone that an employee forgot their lock screen pin on. It is an iPhone SE 2nd generation. I initially tried using the method I've always used by putting the phone in recovery mode and updating/restoring using iTunes. iTunes has stopped recognizing all iPhones on my computer. I saw that you could use the Apple Devices app from the Microsoft Store to do this. The app recognizes the phone and I can start the download of the iOS image from Apple but the problem is that the phone exits recovery mode after 15 minutes and the download takes 30 minutes to complete based on our internet connection. In iTunes if this happened, you could finish the download without the phone connected and and reconnect the phone in recovery mode after the restore was complete. This does not happen in and Apple Devices app, the download stops and you have to restart the process.
