My understanding was that now in photos there is a new feature to remove objects from a photo and that it downloads automatically. It is called 'Clean Up'. I have an iPhone 14 Pro Max with ios18 - how can I get this function?

If you live in the European Union or China, or have a model from those regions you won't have Apple Intelligence yet.
How to get Apple Intelligence - Apple Support
For European Union residents
Apple Intelligence is available with macOS Sequoia 15.1 or later on supported Mac models.
For iOS 18.1 and later, and iPadOS 18.1 and later, Apple Intelligence will not currently work if you are in the EU and if your Apple Account Country/Region is also in the EU. If traveling outside of the EU, Apple Intelligence will work on your iPhone or iPad if your language and Siri language are set to a supported language.
In April, many of the core features of Apple Intelligence will start to roll out to iPhone and iPad users in the EU.
For China residents
Apple Intelligence will not currently work for supported devices purchased in China mainland. For supported devices purchased outside of China mainland, Apple Intelligence will not currently work if you are in China mainland and if your Apple Account Country/Region is also in China mainland.
When Apple Intelligence is available in the EU or China mainland, previously purchased devices that support Apple Intelligence will be able to activate and use it in that region.
Otherwise, make sure your iPhone's language, region and Siri language is set to a supported one, and the entry in Settings should change to Apple Intelligence & Siri.
Turn it on there should allow Clean Up to appear when editing a photo then.

Wait until April. Apple Intelligence is not yet available in Europe, and won't be available on European models while in Europe until then.

Apple Intelligence and its features including Clean-Up are not available on European Union iPhones.

You will get it in an update when it becomes available in December 2024 from what I understand. Anyone with iPhone 15 or newer will have this available to them. Older phones aren't able to support it.
If you look at the link posted by IdrisSeabright, you can see clearly, which iPhone models are able to support Apple Intelligence:
You need at least an iPhone 15 Pro (Max) to use Apple Intelligence on an iPhone.

Your phone can't be set to two regions at once. Which one is it actually set to? What languages are you using? Did you read the document previously linked to for information on which regions and languages qualify?

Yes, Google Photos offers a similar feature for those that want it on an unsupported iPhone.

Unknown. They are likely be running a beta version of iOS that has Apple Intelligence for developer testing.
Fact remains, it has not been released to the general public yet.
