I recently picked up a 2009 Mac Pro and an apple cinema display and I’m not getting an image on it, please help

got an HD TV?
an HDMI cable from HDMI port to the TV might tell you if the HDMI output port was working.
I have a 4K TV not an HD TV, and my GPU doesn't have a HDMI port, so that wouldn't work
I'm pretty sure my monitor is just messed up, I plugged it into my surface pro and it saw a second monitor, but no picture
