My iMac was purchased in 2021 and its OS is Ventura 13.6.9. How can I transfer or move the IMovie file, other than Exporting it. I read that an Exported movie file once its on the flash drive cannot be edited thereafter.

You can edit it but you can't alter existing edits.
For instance you can delete sections or add bits but you couldn't alter he duration of an existing transition, although you could cut it out and replace it with a new one though you would be losing up to a second of each clip you did it to.
So it all depends what you mean by re-edit.
