How to reset my Apple Music library for a fresh start?

My Music Library (Music Library.musiclibrary) is all messed up. There a multiple copies of playlists, songs, etc. and I just want to start over with a clean slate. I am not an Apple Music subscriber, so I am not syncing across devices. I have tried deleting 'Music Library.musiclibrary' multiple times, but it just recreates itself in its previous form. Is there a way to prevent this? Thank you!

Quit Music.app and then delete ~/Music/Music folder (and maybe also iTunes folder if it exists). Then launch Music.app and it will create a new Music folder from scratch.
