It is showing that it is not supported in your region

I can’t able to add my cards in Apple Pay wallet it is showing that the region is not supported my country or region is dubai

See Set up Apple Pay - Apple Support, and not especially:

Learn if your country/region supports Apple Pay. To check if your card is compatible with Apple Pay, contact your card issuer.
