When I got my new phone I also had to update my new debit card. It appears in the wallet but when I go to purchase an app the options are to use apple credit card or apple cash. The debit card is not in that part to chose. I tried to add it to the app purchase screen but the request says that the card is already added.

Payment methods in Wallet are not for in-app purchases or purchases of Apple media or services.
Payment methods in Wallet are for Apple Pay: contactless payment in brick-and-mortar stores that support Apple Pay, and payments on the web for sites that support Apple Pay.

There can be overlap, i.e. the same cards used in both instances, but they are two separate entries administratively.
