Subscribed to podcasts stop down loading

I subscribe to 10 podcasts in the podcast app. All of them are set to download all new episodes and keep all of them on my iPhone. Over-riding those set preferences the downloads of new episodes pause if I don’t listen to one of my subscribed to podcasts often enough. When I am offline and try to listen to one I find they didn’t download. I have the setting set to behave as I want. How do I stop my podcast app from thinking it knows what I want more than I do?
