Is there a way to transfer all my music from an old PC to a new Mac?

Seems like there's a discrepancy between what is in the iCloud Music library and what is in your PC's Itunes Library for some reason.

Do you have Sync Library turned on on your PC so all the music in the library can matched or uploaded to the iCloud Music Library?

They won't just appear as if by magic. You would need to do 1 of two things for the music to appear on your new computer. Either make sure Sync Library is enabled on the Pc and on the new Mac,

Or copy the entire contents of your iTunes Library to the new Mac.

I have copied the iTunes file onto a memory stick but I’m pretty sure apple mac’s don’t have usb ports …

Macs do have USB ports. Current models have anywhere from 2 to 6 different USB ports. Some will be USB-A, others USB-C.

You can plug an external drive or thumb drive into these ports without any issue.

For Macs with only USB-C ports, you may need an adapter if your drive is USB-A.

If you are not paying for a subscription, either to Apple to Apple Music or iTunes Match, then the only way to transfer the music to the new Mac is, to do it manually using a USB drive. It won't happen any other way.

The Sync Music option is only available with a paid subscription to either Apple Music or iTunes Match. But you don't really need a subscription to transfer your music to a new computer.

so I’m thinking the discrepancy is the 500 songs which were uploaded by myself and not paid for … I don’t think those have gone to the cloud

If you uploaded them yourself, then you need to explain how you did that, because there's no way to upload them yourself to iCloud and still have them be available in the Music app on the iPad directly.

The Upload to iCloud through iTunes or the Music app requires a paid subscription. It does not work any other way.

If you used the regular USB cable sync, then that has nothing to do with iCloud not uploading.

If you manually synced them to the iPad, then you probably just did not choose to sync the entire library. You would just need to sync again and select the entire library to get everything.

To move them to the new Mac however, you can use as mentioned a USB drive. No issue there.
