Getting Temp iCloud Storage:

Being of no option, if you need to borough iCloud Storage, then I recommend you expect all of your iCloud Drive storage to an external drive, and then verify you can access it. Once verified, trash what is in iCloud Drive, and use what need be. Once completed, move it all back in. You'd enable iCloud Drive in iCloud Settings on the Mac your are downloading all of this from. Apple doesn't offer it for Macs, and doesn't intend the iCloud to be used to back up Macs.
