In iCloud Photos on Windows, how do I turn off High-Efficiency Format when the option is disabled (grayed out)

On a Windows 11 machine, I have iCloud Photos. The photos are all downloaded as HEIC, which makes them useless in many applications, so I'd like to turn off the "Download High-Efficiency format..." option, but it is grayed out. How can I get this option to be enabled so I can turn it off?
