Apple Music issue. This device cannot be transferred.

I subscribed to Apple Music last year and now also Family due to problems. I had created a few playlists for a few months. But the playlists disappeared. I tried exporting and importing etc but couldn't load or play the imported songs. So I had to start everything over again. It took me a lot of time until I was able to create my media library the way I wanted. I have 2 Macbooks, 2 Android devices and an iPhone. The music library works somewhat on my Apple devices. But with Windows iTunes, which I also run with Bootcamp on the Macbook, and with Android devices, I always get the error message: The device must be linked to your Apple ID to play contentsaved offline. This Device is already linked and cannot be transferred for 52 days. This must be a bug. If that's what Apple wants, I wonder whether what's going on is legal. After all, the devices belong to me and I pay for the subscription and lose a lot of time and nerves with Apple.
