iTunes SMART Playlist rules not being followed in Apple Music

Hoping someone might be able to help. I have a SMART playlist built in iTunes (using a Windows PC) with a handful of "not equal to" rules based on genre. The files actually live on an external hard drive, if that matters (it is a very large library). While the PC honors and even my home Sonos system honors the smart playlist rules, anything pulling from the cloud, like my phone and car, through Apple Music, does not honor the playlist rules. It just plays my whole library like there are no rules in the playlist. I have iTunes Match enabled.


I have tried deleting the playlist and recreating it - no improvement. Still ignores the smart playlist rules. Anyone have any ideas?
