So basically even my model updates to the latest iOS, but anything below my phone won’t actually update and I don’t think it’s fair because someone using an iPhone 4 is all they have so they need to update to the latest iOS

It's not about "allowing", it's about the hardware requirements of the OS, which grow as new features and capabilities are added. Simply, an iPhone 4 doesn't have the power run a recent OS. Fair has nothing to do with it.
Why does Apple only allow certain models to update the latest iOS?
