Shift key wasn't working for capitalizing certain letters

I paid IT, did searches and no one was able to figure it out. When I did Shift S it would open something in Settings - accessibility, when I clicked Shift E it would do nothing (nothing would appear on the screen), When Some of the Shift + letter worked correctly, most did actually. Then I realized one of the Shift + Letter would make my Teleconsole app screen pop up (when it was already open on the computer). I quit the app and everything worked again.

If anyone has this trouble consider quitting all apps. and trying again. Restarting my computer didn't work cause my apps were still open.
