If one upgrades from 16 to 17, will they now be required to use 2-factor authentication if they weren't using it earlier?

It’s not required, but two-factor authentication is strongly suggested as it has been for years.
FYI.....Two Factor is mandatory if you are signing in from a new Apple device.
My opinion......It likely will not be that long before Two Factor will be mandatory for just about everyone and everything.
It already is for some services.....regardless of iOS version.
Just for reference, I wasn't able to clarify either from the official support documentation at either Use two-factor authentication for your Apple ID on iPhone - Apple Support or Keep your Apple ID secure on iPhone - Apple Support.
