is there a way to upgrade OS on minimac High Sierra
current OS is 10.13.6. Do any of the newer OS support this 10.13.6 so I can upgrade to next version?

Back up your data, check the application compatibility table, click here, and if your Mac is a 2012 or newer model, then on the download link for a higher OS.
Catalina and above won't run 32-bit software; if you choose one of them, use Go64 as well.
