Screen Time app - Interpreting stats

Howdy. In Screen Time, monitoring an iPad 9. Screen Time indicates that total time was 6h 39min. For the same day, the times for two individual apps was: Safari 5h 37min and YouTube 4h 33min.

The sum of the two apps is way more than the total screen time.

Question? What is Screen Time actually measuring that gives the time for individual apps?
