Preview and QT Player are erroneously re-opening closed files on next launch

I noticed that QT Player and Preview will now, apparently at random, re-open a previously closed document along with a new one that you double-click on in Finder.

To be clear: The files were explicitly closed while QT Player or Preview was still running. Then QT Player or Preview was quit. Upon double-clicking a QuickTime file or an image file in Finder, QT Player or Preview will launch and show it, but will also re-open the previously viewed (and closed) file.

I can't find a pattern to it, although it may require the erroneously-reopened documents to be in a hidden folder (hidden with "chflags hidden").

Needless to say, this is wholly unacceptable and a major liability to users.

It's happening under Sonoma (14.1.1). I have "Close windows when quitting an application" set to ON, even though that shouldn't matter in this case.

Anybody else seeing this behavior?
