I need to clear my Apple balance, because I moved in another country and I have to change the region

I can’t change the region, because I can’t spend the rest of money on my Apple account balance.

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
