problems with websites since last two ios updates
Since last two iOS updates I have had trouble why websites load it takes anywhere between two and five minutes
iPad mini, iOS 9
Try Settings > Safari > Clear History & Website Data.

Clear history and web data every day
Is your storage full? Check Settings > General > iPad Storage and never allow your free space to fall below 6GB.
Still have the above problem after clearing history and website data
Got 10gb space
