iPhone lockscreen

I have set up both Face ID and passcode is settings and they are active but my phone seems to unlock without using passcode or face id

How do you know your phone is unlocking without FaceID? If you have FaceID setup on your phone and you look at the screen, it should unlock. You don't have to also input your passcode if you have FaceID turned on. You do have to enter your passcode if your turn your iPhone off and then turn it back on. You'll have to use your passcode to do an iOS update and other things. But to just open the phone, FaceID unlocks it under normal operating conditions.
