Yes, you can!

• You must have an Apple Watch Series 4 or later with cellular, or Apple Watch SE with cellular, with watchOS 7 or later.
• You must also have an Apple ID for yourself and one for the family member who will use the Apple Watch. Your Apple ID needs to have two-factor authentication turned on.
• Finally, you must have a Family Sharing group that includes the person who will use the Apple Watch. You'll need to have the role of organiser or parent/guardian to set up an Apple Watch for a family member.

You can, you can start the pairing process for the watch on your phone, and then when it gets to the point where it asks if the watch is for you or for a family member, you can chose family member and follow the directions. Then you’ll be able to control the settings of the watch for the child on your phone and setup the watch for them.
