Lock settings

Is there a way to lock the settings on a mini iPad 6th generation? We are using the iPads at a school taking photos and do want the picture settings to be changed from jpegs.

Unless you are prepared to centrally manage the devices via a commercial MDM solution, there is no method by which to completely lock iPad settings from the User.

You may be able to restrict access to some settings groups using ScreenTime restrictions, but these are unlikely to be adequate for your requirement.
