Is there a way to download an app on an iphone 5s, it is saying i need ios 14 or newer, but phone says its up to date

An iPhone 5s will only update as far as iOS 12.5.7 It is up to date as far as it can go.

You will need an iPhone 7 to install iOS 15 and an iPhone 8 or higher model to install iOS 16.
