Phone calls and SOS mode

My phone is in SOS mode and will not call out or receive phone calls. I just updated to the new version and still didn’t resolve issue

Please refer to If you see No Service, Searching, or SOS on your iPhone or iPad, which may help "If you see No Service or Searching in the status bar on your iPhone or iPad (Wi-Fi + Cellular), your device isn't connected to a cellular network."
